On PC I usually use some character picker, and that's enough for my usage of IPA. I don't transcribe whole texts in IPA, but need it for short words or sounds.
I like BabelMap (and its companion BabelPad) for Windows, but the standard character picker also works, as do sites like https://www.ipachart.com/ -- on PC the ergonomics of character picking is much less of a hassle than on mobile.
However, there is this great resource with keyboard layouts for the more ambitious ones, who want to learn and use touch-type IPA on a keyboard...
>e best tool I use is Compose feature under *NIX desktops and its port to Windows: WinCompose. This feature is awesome, it brings smart combination like <Compose> + ' + e = é or <Compose> + o + e = œ.

I thought about using a compose key , but found escape sequences more straightforward and easier to use .
