If you have a lot of photos of the two of you (you have to! you've been together for 10 years, my god, congrats! how did you make this??), you can make something like a video about your love story. Like, combine the pictures from the very beginning of your relationship to the photos of how you are now and make a slideshow with a cute romantic template. You can use a professional photo slideshow software like smartshow 3d or an online maker, something like bannersnack, doesn't really matter. If the program lets you to add music, go ahead and add a song you both like. And then just plan a romantic dinner and show him this little movie about you!
Or, of you don't have that much pictures... Then it's time to have a couple photo shoot haha

I used it before and as someone who isn't a designer, it was super easy to make nice looking ads.
Though you won't be able to create dynamic HTML 5 ads.
$10 each is too low to expect any quality
If your budget is that low, you might as well use a tool like bannersnack and use their premade templates which will get you more quality for your budget.

I've rarely done any of that type of editing myself so its hard for my to give you any experienced tips. I will just say that you should record less. That's an easy way to spend less time editing. Video quality, typically, wouldn't suffer a lot either. And if you're not prepared to do that then you can always hire an editor.

One thing you've gotta understand when creating a yt banner is the dimensions. The main thing is this: you've gotta have any text and the main content of the banner in the horizontally middle fifth of the 2560x1440 image. If you don't pay attention to that then your banner is going to look cut off when viewed on any device other than the YT TV app or the Xbox YT app (I think). In the old days you used to be able to have your banner stretch across the side of your channel, but not anymore unfortunately. If I was you, have the logo of your channel as the main event in the banner, then have a suitable design or image behind it. If you don't have a photo editing software that's any good, then I recommend using Bannersnack. Its free (mostly) and comes with some nice text tools and colour gradients.
