I'd probably say you'd be best getting hosting from a reliable host in the UK or Europe, then making use of CDN provider who has a presence in Turkey and can essentially make pages load as fast as if your main server was there.
Just had a quick look for you, and CDN77 has servers in Ankara (http://www.cdn77.com/network), though I'm sure there are others.
