Moon+ Reader Pro is excellent! I understand what you describe, but I cannot confirm it does that natively. However, it is very customizable. The app offers choices of dictionaries to link in-app. Thereafter, a tap and hit "Dict." or long-tap on a word or phrase can be made to open the Dictionary App you chose. It can also be assigned to search online. I assume a French-English dictionary can be chosen, or other such works-around exist. Their forums might tell you more, specifically. It is an EXCELLENT Reader! "Reads most formats", like 99%.
I don't use Moon+ Reader Pro with other languages, but within Moon+ Reader Pro, I have linked ColorDict Dictionary, which is an offline dictionary app for which users must bring their own definitions. There are several downloaded reference books that can be added. In that link I shared is the description is a subtitle "How to download StarDict dictionary from the internet." I have had this app so long, I have no idea if it has changed over the years. Works well for my needs! Outside Moon+ Reader Pro, I love that I can speak a word into ColorDict and it will show me the spelling! So helpful!
(A good offline dictionary was harder to find that I thought. Now, it's been so long, I cannot stop using it.)
