If you want another program you could try running Comodo Cleaning Essentials, seems to work well when I've used it before. First step would be to use the process scanner (killswitch) and then autoruns (in both you can go to view and make it hide all the safe entries leaving only the unknown/dangerous). Autoruns will almost certainly find a few unknowns that aren't dangerous so check any results carefully. After you can do a full scan to see if it finds anything (it will reboot partway through and then continue). I think comodo is a bit of a hypochondriac when it comes to viruses, so again, check any results carefully in case its made a mistake.
Are you using an original windows disk or a did you have to make your own disk from a downloaded ISO? Versions of windows from unofficial sources can be altered to be malicious which could explain how the problem survived reformatting.
Providing you have a legitimate copy of windows 7, its safe to assume that a complete reformat and fresh install should have removed the problem, meaning something you have installed since then is causing the problem to come back. Check that everything you've installed is legit and you haven't installed a fake program by mistake.
