I don't know if the Oracle client includes ODBC.
I always do a custom install and then select SQL*Net, Oracle utilities and ODBC.
If you are using dotConnect for Oracle , I usually install the Oracle ODAC
It never takes more than a few minutes to get the Oracle client working on desktops or servers, although I have been supporting Oracle a few decades.
I have seen people try and install the Oracle client multiple times which leaves registry keys pointing to old Oracle Home directories.
I usually manually remove the Oracle software and the Oracle registry keys and then do a clean Oracle client install.
Removing Oracle Database Client Software
32 bit computer [HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE]
32 bit oracle installed on 64 bit computer [HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\ORACLE]

I've used them back in the EF non-Core days and their support was top notch.

Use Devart.Data.Oracle.EFCore Nugget package version 9.6.659
