It’s a cli app so there aren’t any controllers though.
I like looking at the official packages for examples: Horizon, Cashier, Passport etc. Passport specifically has a lot of controllers and middleware.
Other open source Laravel apps:
Discourse (like lumpystumpy mentioned) sounds like a good choice for this.
There's also Flarum — I'd think then you'd need to go looking for some plugins too, don't think all the 17 requirements will work out-of-the-box.
There's also Talkyard (I'm developing it). It has threaded discussions like here at Reddit. Works both as a forum, and for blog comments (threaded, similar to Disqus).
However, Talkyard does not fulfill all the requirements you listed, look:
so basically, install some open source forum like https://flarum.org/ or something. then decide if the users from page 1 need accounts on page 2, or if it can be a seperate login.
and finally, decide on the look and feel, get a ui designer to cook up a css for you to make it look good
i think that's the lowest budget way to get an MVP (minimum viable product) out the door. then you can decide if you want to invest more into it
what i mean by nyc prices is that it's nowhere near fiverr or freelancer prices. think $50-$100/hour depending on the project size. but if it can be banged out in just 2-3 hours' time, then it might be cheaper for you in the long run than paying bad developer $5/hour over 6 months of terrible back and forth, which you've experienced
I think you're making a good point here, I'd also throw in Flarum since it's open source and looks quite promising.
Is there an easy way to integrate a forum like Discourse etc. into Drupal? Shared user DB? I think that's an important part that would be missing from an external forum.

I'm going to assume you don't have much experience with web development. You definitely won't be able to develop a forum with a visual coder. You also won't be able to write a forum on your own.
I suggest you look into open source forum software like mybb or Flarum.
Flarum is a sweet looking board system that I've been meaning to try. It doesn't have chat, but the threads are quite chat-like.

Dan, would you consider moving to a more traditional forum design? It would be much easier to keep track of reputation that way. I've been looking for something to test this forum script and would be glad to have your backing. I have a subdomain and VPS space to spare.
