I am not certain that I would support YOUR effort. I am for the result, but I would more concerned about the consequences for trying to subvert the government controls. Not sure what they might be or if its a needle in a haystack type odds of being discovered. I mean these are not my lands. You would be undertaking a fairly sophisticated contra scheme that would take more than you seem to grasp to ensure the secrecy of the persons connected to the implementation and management of the clandestine passage. MORE IMPORTANTLY, you can put a lot of people at risk with a false sense of security and anonymity - should-WHEN you become compromised. The most egregious aggression's (as perceived by state) are whispered.
Not to mention, that if you can get to reddit, you are far enough in to take a few hours and read VPN for Dummies to get basic over views and then assess what resources you do have available to you. You need hosting, compute, power, access, mgmt shell. These all cost money, they can be tricky, may require higher skill and how many, what type of touch points are you comfortable with having knowledge, having access to back end.
I would suggest just front ending a current geo VPN vendor. Always assume your connection is public.
I have never used this, or endorse it but https://www.freelan.org/ is FOSS. I have no idea its support community but a quick skim, seems like this could be a lot easier and possible more secure.
