Scrapland (appears to be only on Gamersgate, DRM-free). You're technically not driving, but flying around instead. However, the futuristic robot city of this game very much reminded me of F-Zero. Scrapland is quite a unique title. You're a self-built robot arriving in an isolated robot-utopia where powerful elites control life and death and any organic lifeform is strictly forbidden from entering. The game is split between two modes: Flying and shooting, with upgradable ships, and walking around on foot. The latter part is particularly interesting, since you have the ability to impersonate other robots and use their unique abilities. Few people have heard about this game, but I like it a lot. It's beautiful, creative, funny and unusual, an interesting mix of genres and ideas.
Workaround: Buy it on http://gamersgate.com (or another shop that sells non-German Steam keys to Germans) and activate it via a VPN (free https://www.tunnelbear.com/ account will do), at least that worked with DR2 and other games not released in Germany.
