There's the linux one. Try a USB live boot (with savable changes), should work with a 1/4 to 1/8 adapter functioning as the mic in on the laptop/desktop.
There's, recently, been a surge in amp modelling solutions for Linux. Some of the better ones are Guitarix and Rackarrack
There's also a ton of DAW plugins becoming available, thanks to the LADSPA project.
Well if "pre-amp" means just that you only need to open mixer, unmute microphone input and adjust volume.
If you want more you can use guitar effects processors like guitarix or rakarrack. But you'll need to use Jack audio (your linux distro probably uses pulseaudio by default).

You can just plug your guitar into you mic-in of your pc. The program contains an preamp and several other stuff. It just runs under linux, so you may need to install linux to use it.
