In Fastboot mode USB debugging should always be enabled. Also, on my P7 at least, allowing USB transfer and configuration using HiSuite when USB debugging is disabled was enabled by default.

You can move any files without a problem with this app http://consumer.huawei.com/minisite/HiSuite_en/index.html And for the GPS it works fine for me on my phone. I haven't had any problems with it .
