Poor man's solution:

• get all the most popular desktop browsers, and a few older versions

• ietab in chrome can emulate ie 6 and up

• browsershots is a free service which can give you screenshots of your site on various browsers. You have to wait a while, and it's not perfect by any means, but it's free.

• browsersync to sync to any devices you happen to have

If you have money

• browserstack or something like it.
• or an insane room full of tonnes of devices you've bought all hooked up to browsersync.

I just tested the following: https://www.microsoft.com/getsilverlight/get-started/install/default

and the silverlight stuff on that page ran fine within IETab inside chrome.
