I think JCreator is written in C++. I have never tried it though but I'd love to hear some feedback about people who went from intellij/eclipse/netbeans to jcreator : http://www.jcreator.com/
JCreator doesn't seem free. If it's required for your class, the school should provide a key. You're paying for it.
Like /u/amymakes mentioned, java.com has all you need to get the runtimes. If you need the a JDK or specific version, you may need to look a bit more through their downloads section.
I'll see if I can find the JCreator requirements for Java.
Edit: (newest) JCreator needs Java JDK 1.8
