You mention that Kubuntu demonstrates the controller works, that's good. Now, was the Kubuntu computer the same as the Mate computer? If so, was it the same USB port?
In Ubuntu-Mate, unplug the controller, open a terminal, and type
lsusb
then plug in the controller (do the lights come on on the controller?) and re-try
lsusb
Any difference in the list? Does the computer detect your controller?
