There's also a Java app called "Mediathekview" (Win, Lin,Mac) which is basically an alternative UI for browsing the "Mediathek". It can directly stream to your favorite videoplayer or download something. Some things vanish from the "Mediathek" after some time.
You can download public available documentaries etc. via MediathekView quite comfortbable. It might only work with a German IP though: http://zdfmediathk.sourceforge.net/
Another option would be Onlinetvrecorder, were you can programme and download German (and British, American and others) TV channels. I pay 1€/month and use it since 2007 or so. It's quite comfortable as long as you have a decent downstream.
This open source software gives you convenient access to all the public broadcasting content online. As a lot of the content is not archived and thus removed after a while, it may come in handy to download films of interest with this software to watch later or save bandwidth for the second watch. If it sometimes doesn't work, try the URL in another player or give it manually to VLC. As this list is overwhelming at first and a lot of stuff is probably uninteresting to you, I recommend to start with "nano" on 3sat or "Quarks & Co" on ARD.
I've used this one, it should give you a lot of choices. It's like 12 tv stations with hundreds of programmes ranging from comedy / documentaries / the news / sesame street and other kids programmes.
Not all programmes will be available though but a lot of them will.
Addendum:
if you set the Zeitraum to alles. you can watch from /u/Flemz list:
Tatortreiniger
sendung mit der Maus
Bernd das Brot (just one full episode from 17-11-2016)
Edit: http://nrodl.zdf.de/none/zdf/16/03/160331_dasurteil_nmg_2928k_p36v11.mp4 HD version
for an endless stream of german language TV I recommend the MediathekView which brings you the online services of most major public national german, austrian and swiss tv stations

Tatort isn't available on any streaming site that I'm aware of, but you can find all episodes (two weekly) up to a week after thy aired on http://ardmediathek.de/ That should work from anywhere most of the time, maybe only when it's night in Germany (youth protection law). You might want to download episodes from that site using this nifty tool: http://zdfmediathk.sourceforge.net
To get an overview over the German streaming market I recommend http://werstreamt.es which lists what site has which show. You will need a German VPN to access a those streaming sites but I don't know any website that has German shows for international visitors.
