Chromium & an ad-blocker also achieves the same effect.
There's also stuff like this if you're into hyper-minimalism.
Not too long ago I was looking for a browser with minimalistic UI, and found Min, which I really like. Seems pretty resource-light to me for a full browser experience. It's made with Electron, and so uses Chromium. It doesn't have asmany options as one might expect, but has inbuilt adblocking by default. Should be good for Windows 7.
minbrowser.org is one of the most minimal (and cute) browsers that i never had it has a nice search bar in the top of the screen and anything else it is extremely minimal and you can do a lot of basic tasks with the search bar (it has a normal menu too in the superior left corner of the screen)
Address and tab bar would be up to the browser, so neither DE nor distro will make any difference there really (except for colors maybe).
As for other browsers, I don't know. I use firefox and epiphany (gnome web), and the latter matches my DE quite nice, but has problems with scrolling for example. There are some electron-based browsers that might be more customizable than chrome, but I don't have much experience with them. I think https://minbrowser.org/ looks pretty nice, but it's not very customizable nor will it follow any particular theme from your DE. It's available as min

Then the second extension lets you use that .html
file just fine.
Back to the "identify the plus sign"; to be honest I'm not well versed in image recognition, most likely there should be an answer but I lack of the knowledge in that apartment. That said, I don't see this feasible because the plus sign and all the text in the tab titles has the same color.
What would I do if I wanted something in AHK just for the lolz?, contextual ^t
hotkey and for the mouse perhaps a left & right click combo.

I don't use Chromium-based browsers on a regular basis, I have Min for those rare cases when a page renders funky in Gecko. Funny enough that one has a fixed place for the new tab button (and is quite easy to remap).
I also have a standalone version of Chromium, just tested and New Tab Redirect seems the best fit. If you use Chromium/Chrome/Edge/Brave/Opera/Yandex or any of the myriad clones just adapt the scriptlet above or use the extension.

in the address bar followed by the name of a task.
