Also I'd consider using Monaca.io to convert your game into installable Android & Windows apps. I've done that recently and it's got loads more downloads than the web version.
Sublime, Atom, VS Code... They are awesome editors and no wonder you love those. Our tools will just fit in your development environment. Monaca CLI (command-line tool) or Monaca Localkit (native desktop app) will connect to the cloud to provide project synchronization and remote build.
Monaca also provides Monaca Cloud IDE which is a great tool for those who want to access from their browser. All the setup are well prepared, so you don't need to install any dependencies.
For people who love Visual Studio, we have VS extension for that too.
Hi! I've been turning my Twine game into an APK for Android using https://monaca.io/ it also apparently will convert it to iOS, Mac, Windows & Linux - but Android is all I've tried right now.
Monaca uses Apache Cordova to convert HTML into apps. I used to use Phonegap, but that was discontinued last year so I moved to Monaca.
So what I do is upload my html, images, css & fonts into the cloud project on Monaca, then it turns it into an app for you. It's free to start, but you can only export up to 3 apps a day, which will be fine for most people.

I used Cordova in the past to package up a Phaser JS game into an Android app. There were plenty of tutorials on the subject, https://gamedevacademy.org/creating-mobile-games-with-phaser-3-and-cordova/ Just put your JS and your initial HTML page in the appropriate spot, and viola. If that's too much, you could consider using some online builder, such as https://build.phonegap.com/ or https://monaca.io/
Onsen UI itself is a open-source framework. Therefore, we're hoping to get contribution from the users, but absolutely free to use.
Monaca, which is the tooling to build Onsen UI easier, is a cloud service and requires subscription. Monaca can be also started free for basic services, but we are asking for paid subscription if your project go big. See the details here.
So, in a nutshell, Onsen UI is completely free and you can use it with any tools you already love and use. But if you want to create mobile apps easier, Monaca is a great option, and it requires subscription.
