It all depends on your hardware. Most consumer level devices provided by ISP's do not support this however this is changing as more and more provide parental access controls. You can certainly do this with enterprise level kit however it's not particularly easy to configure.
Netgear's Nighthawk (and probably other routers supporting their genie app http://www.netgear.com/home/discover/apps/genie.aspx) have remote parental controls available from your PC or Smartphone.
