SublimeText2 is scriptable via Python. Learn some Python, and you can make sublime do what you want.
On a different note, here's another worthy IDE, called Padre , it's written in Perl.
And of course, the trusty Emacs with different modes for Perl.
But let's not forget the Vim which is very good too.
Maan.. there are many many IDEs out there. For dynamic languages like Perl or Python or Ruby it doesn't matter that much which one you use. IDEs are usually a problem for Java people. They're really relevant in that area.

None of these make coding perl on windows worse, just different. None of these are required to write programs. You'd have the same exact issues in C or Python. Would you say writing C on windows is "doing it wrong" too?
To be clear: it's not my script. https://github.com/MouseyPounds/stardew-predictor look for bruteforce.pl. Download a perl editor like Padre and copy paste the script. This script is not updated for 1.5 yet but it should the correct for the Traveling Cart.
In the script, scroll down to "doSearch", set $cart_weeks to 3 or less to only look before the flower dance, then fill "my %need" with the items you want to check.
As far as I know Padre has not seen any development for the past 4 years at least, and a lot has happened in Perl 6 / Raku land since then. So I don't think it will understand the supply

keywords, to name but a few. So I can't take it seriously for Raku. Now, for Perl, maybe. So a better statement would have been: "Raku has an IDE that is up-to-date with the latest developments in Raku".
