There's this program for management of photos called Phototheca. It's unfortunately not free nor open source, but it is the closest I've found to a proper organisation tool, at least according to my criteria. It's a standard (and offline) windows program, so nothing online, and it has a face recognition built-in, with very well thought out ways of organizing the photos.
I haven't used it much yet, since I am not okay with its database (it's not easily readable aside of the program), and that's one of my requirements ATM, but I just might.
