Not really sure if this fits your criteria, but Question2Answer, Q&A software, might work for you (disclosure: I just took over development). You can change the strings so it says 'pages' or 'articles' instead of 'questions'. Users can edit their own posts, and privileged users can edit other posts (or however you set it up).

I have been involved with Q2A (question2answer.org) development for quite some time now and feel it has a good and big community now as an opensource project. There used to be a few alternatives http://digitizor.com/?p=8944 but Q2A seems to be the most active as of now.

I have released a few Q2A themes (latest theme) and worked on certain plugins and have helped with a bunch of Q2A installations. It scales well to increasing traffic and is easy to customize. I would like to work on this. Do let me know.
