If you don't build it, someone else will.
I would think it would involve a list of stations(either you provide or import from another place...like icecast) and clicking the link would pass the command with the relevant arguments to mpg123.

The guy who maintains it is nice(over email) and replied to my questions quickly...he might be able to help you if you decide to do this.
I'm usually doing more SysAdmin-y things, but nothing...nothing beats listening to salsa for me. I don't know a lick of spanish, so it's perfect for me.
I started listening to it when I was working on guitars in my basement. It's always upbeat and energetic.
Usually I'll use the Salsa Stream from Radio Tray, which ultimately redirects to Sky.fm Salsa.
I don't have a smartphone...I'm oldskool. :P I use RadioTray(http://radiotray.sourceforge.net/) on my PC at work and home.
I checked my WDTV and that station is part of the channels available.. I'll see if the WDTV goes past 30 minutes.
