If you don't mind a nominal fee, I love repoistoryhosting, which offers HG/Git/etc -- as well as private repositories.
HG is probably a good place to start for a Windows. I find the Git client support somewhat lackluster on Windows. Though, Phil Haack has a good post on using PowerShell and Git.
Actually saw repositoryhosting.com from another thread. Seems interesting. It supports SSL, but I wondering how secure they are. Seems nice though.
That roadmap/tracking stuff sounds really nice. It's more overhead then I'd like, but if it appeases the "making progress" Gods, I'll take it.
