If you have any technical knowledge with systems administration on Linux platforms there is a nifty program called urlwatch. It took me an hour or so to set it up. You can also setup sendmail (native Linux email) to send your personal email a message whenever the website's page changes.
I have my Linux server (Pi2 running Raspbian) running a cron job executing urlwatch every 2 minutes checking a website for changes, specifically on a ticket availability page.
Use "Send Mail" on a Unix/Linux server.
My company sends several million emails a week on a Sun server. They are all opt in though, so we are not spamming.
