Slickedit has the beautifier feature.
It's not cheap, but it definitely supports various language-aware formatting options for C-like languages, and lets you enforce or not-enforce particular formatting options as desired.
I haven't upgraded to the 2013 edition yet, but even the older editions met my needs, and the Wrox book on it helped me with custom languages. But every C-like language I've used works fine with the formatter right out of the box.
