You're going to have shortcuts when you set up ChromeOS anyways. Try something like Station. I saw my friend using it this weekend, and it looked pretty cool. You can link to web apps in a side panel.

Most of the time I switch between 2 and 3 when coding. Station is a great tool for me to keep constantly-used apps at one place (e.g. slack, gmail, etc). As for PDF reader I only open it when I need it and it will be placed with 1, 2 or 3 (in tabbed mode) depending on what the document is for.
I've just come across https://getstation.com/ which looks rather good. It's also free where as other similar apps charge. Apparently helps with keeping CPU usage lower than having lots of tabs open.

Or better yet, have a look at how station works, that's what i'm currently using but i'd love to be able to replace it with this! On station, you can add your own custom 'private apps' by using the login url. Or you can directly make a request for it to be added as a public app.

I'm an Outlook guy thanks to work over the years but at home, I use Station (https://getstation.com/).

Think of it as a browser more than a traditional client but it works for me. I tend to have Gmail, GCal, Google Data Studio open quite often and, with Station, I can have them all within an "app" rather than separate Chrome tabs.
I use Station, it's free, but it's not FOSS either. Still, it claims to stay free for non-enterprise users.
Rambox and Franz are specialized for messaging so they are not real alternatives.
Station has some really cool features (e.g. grouping Google Drive windows, quick switch).
