Yes, Tiddlywiki is a system that uses a self-editing HTML file. For security reasons, this doesn't work too well from the filesystem. I personally get around this by using TiddlyDesktop
I'd recommend TiddlyWiki with either Tiddlydesktop (Windows, Mac) Or Tiddloid Lite (Android).

TiddlyDesktop (https://github.com/Jermolene/TiddlyDesktop) will do this by default. It creates a separate copy of the wiki prior to saving as a safeguard against corruption. I usually find I have to clean it out every so often to reclaim some disk space.
especially the MPTW version, is tailor made for campaign info. See the detailed setup example at encounter-a-day. The strength of the program is how it becomes self-organising.
The downside of tiddlywikis is how modern browsers make it hard to save them. If you want to use it, it's a good idea to get TiddlyDesktop, and then you can have a bunch of different Tiddlywikis managed from a central location.
