I think I started using Deluge back when Azureus started going mad and turning into Vuze back in 2006. Since then, I've used nothing else.
One nifty feature I like (which other BT clients may have, I don't know) is how the GUI layer is separated from the torrent daemon. I then use Transdroid on my Android phone to control it from anywhere in the house.
If you have an android device, then you can get Transdroid. I would recommend looking for seedboxes which can be used with transdroid or another similar app, which from their Features page, seems like most providers.
The Market isn't any more free than the App Store.

90% of the time Transdroid requires no set up on your server, all of the set-up is done on your fone. No Linux required. You do need some settings details if your seedbox is non-standard.

Chmuranet is known for the support with our service, so I am sympathetic to the reasons you selected your provider (sorta required to be), but even we won't come over to your house and set up your phone.
Download and install the apk from the transdroid site. You may have to tell your phone third party apps are ok.
Open the App, go to settings, select add server
Name the config
Server type is based on the torrent client you are using on your seedbox, for example Deluge, RTorrent, or Transmission.
Enter your Hostname
Provide your login credentials to the web portal on your box
In advance settings select use SSL and accepts all certs.
If a standard set-up, select RPC2 for SCGI Mount point (might be different for your server config)
If that does not work, check with your full service provider, for any server specific settings (or changes needed on your server)
If you're that paranoid, just copy and paste the URL of the torrent file into your torrent box web interface and let it fetch the torrent file itself. If you have an android phone, consider using Transdroid so you won't even be using your schools network to initiate torrent downloads. All your school will ever see is an FTP connection that you have open a lot.
I've got a centralized deluge server running in the house, and each machine runs deluge as a client to it (so all torrent downloads are centralized and easily suspendable).
To that end, I use transdroid to act as a front-end to deluge (via the web plugin).
What you could do, which is a bit of a hack and assuming you are running Android, is setting up Transdroid. You can connect it to Deluge and then every time a torrent finishes it will notify you about it.
If that fails I might write a execute plugin for Deluge that pushes a message to your phone since I think more people could enjoy that.
Ok, I've just installed transdroid, but I can't get it to connect to deluge. Both the web-ui and the deluge client work on my pc, so I have the correct passwords, ports and ips...
I just want to know what 'feature' you're missing in Transmission from uTorrent.
I have Transmission setup and running on a little Synology NAS in my basement. Not only does it do all my torrenting for me, but I can access it when I'm out and about from my phone / laptop / tablet / whatever.
Maybe you just need a better UI for it? Transmission Remote GUI is phenomenal on a desktop, and works on Win/Mac/Linux.
On Android, check out Transdroid. Forward the ports you need, and you can actually search for torrents on the bus, and tell your computer to download them (that is, if you don't just download them on your phone directly).
Google's got a history of immediately caving to copyright infringement claims, and pulling the app from the market without discussion or recourse.
It's happened to a few, but the one that springs to mind is Transdroid, presumably because it had torrent search functionality, which is a bullshit reason if ever there was one.
Transmission has a web-interface. You can open it in a browser, and there you manage everything, like add, delete, stop, start torrents, select/unselect individual files from each torrent, set downloading priorities, etc.
You can add torrents by selecting a .torrent file that you download, or by copy/pasting an http or magnet link.
There's also an app for andriod called transdroid that presents a smartphone-suitable UI and interfaces with the transmission webui in the background. This app allows searching for torrents on a lot of public torrent sites. It's nice, when you get home the download is already finished.
You could also configure a directory for the torrent files so that it automatically starts the download when you put a new one there. But I don't really find that convinient.
Is this the local IP of the raspberry Pi, or the one the raspberry Pi accesses the internet with? How would I find that IP? The local IP I have for my Pi is static.

It may help if you screenshot your settings (removing any IP addresses or other identifiable info).
I use Transmission for mine. It has a web interface built in, but it doesn't natively handle RSS. I actually manage mine mostly with an Android app that has its own integrated features for RSS and searching some of the torrent sites, but I haven't really played with RSS much. If you have an Android phone, you might want to check out transdroid. It works for a fairly long list of torrent applications besides transmission, but you have to side-load the apk if you want RSS and search since apparently Google wouldn't allow those features in the Play Store. I know you asked for RSS support in a webui, but if that app works for you then it gives you some flexibility with which actual torrent program you run on your server.

Give qBittorrent a try.
And once again to add to this you could then setup a 'managed host' through a service like https://www.noip.com/. This is handy if your external IP address is changed by your ISP from time to time as it updates your host (which could be something along the lines of host.noip.me).
So instead of your external IP address in the transdroid settings it would be host.noip.me (or whatever your personal host would be).
If you're comfortable installing non-Play apps, you should look at using Transdroid, which will remotely connect to just about any torrent client. I don't know how uTorrent did it that you liked (didn't really use it), but I've had good luck with Transdroid.
Also, you can install a search add-on that will let you search for and add torrents to your remote client.

I love Transmission, it works great. I don't do automove, but it does let you keep downloading files one place, and completed files a separate place. It also has a command that can be called when a torrent completes.
I do, however, use the webgui alot. It is my main way of connecting to it, and I happen to like it. I also like Transdroid for when I am on my phone. It is a nice open source android frontend to it.

Try Deluge as the BitTorrent download program. It comes with a webUI which is very handy if your server is going to be in a shelf/physically inaccessible place.

MiniDLNA as a media server. Very small, simple and configurable.
You can use connectBot in Android to SSH into your server.
Transdroid gives you an excellent mobile interface for Deluge. I'm sure similar ones will be available for Apple devices.
Use no-ip or a similar dynamic DNS provider to give yourself easy access to your server from the internet.

Yep, It's called Transdroid. It's the best remote control for desktop clients / seed boxes.
I like it because I can just click on magnet links and torrent files on any browser in my phone then it auto sends and tells my home pc to download that said file. You could also use it to take pictures of barcodes then it automatically searches the torrent sites for the movie/cd and downloads it if you install the search addon.

I have a personal server at home running Ubuntu 10.04 and on that I'm running transmission-daemon. I can then log into a web interface (what you see pictured) and add/manage torrents from there. On top of that I also have Transdroid on my phone which allows me to search for, add and manage my torrents while I'm away from a computer as well.
