Borland (now Embarcadero) released them as free downloads (you just need to sign up with a free developer account, IIRC).

Pretty useless for doing any real work, but I used it so much back in college it has some nostalgia value.
If it's not Lazarus, then it could be the old Borland's Turbo Pascal software. A DOS program. Since it's mostly used by schools in my country to introduce and teach Pascal. You can get it from here:
