It depends on your architecture, really. What paging service are you using?
Firstly, take a look at all the alerts(by source) and I mean all the alerts you received in the last month, segment them into relevant/actionable/important and irritating/dogshit. Next, find out the parameters that make them important - it can be an affected service/component, time of day/day of the week, threshold parameters, etc. This segmentation will help you determine if an alert urgency is high/low or if it should be suppressed.
Next, you need to look at rule-based suppression of the alerts at the source and then configure your paging service to do some payload-based alert routing, assuming they have any.

Are you using any monitoring tools(Splunk, Nagios etc.) already? If yes, a simple integration with Zenduty should do the trick. If you're using your own monitoring scripts, you can send events through the ZD API, which will notify you in the device and mode of your choosing.
