I'm sorry for the delayed reply. Not sure how I missed this. You can use the built in IPSec VPN functionality to utilize FrostVPN on an IOS device. Instructions below.
I use the Canadian DC with SYS. I haven't had any problems here (Comcast in Oregon). It will pull 5MB/s while the cache in Plex fills. However my sister does have problems with CenturyLink in Portland during peak hours. I bought her a router that can act as a PPTP client and set it up to use FrostVPN (Seattle) and that solved the problem.
Sonarr, Couchpotato, plexrequest (mono version), and for music I set up everyone their own instance of rtorrent with WhatUI and so on.
I have a similar problem with Hetzner and Comcast and I use FrostVPN and a ASUS RT-AC66U as a router. The router acts as a PPTP client so all our traffic goes through that which is nice since we have a few Apple TVs on our network that use Plex from the Hetzner server.
Been using it for months and without the VPN I get about 100KB/s from Hetzner during peak hours which made plex unusable here. With the VPN I can pretty much max out my connection and Plex works well.
My sister who lives across town was having similar problems with CenturyLink and my Plex server. I gave her my old BUFFALO WHR-300HP2D router that can also be used as a PPTP client and it also fixed her problems too.
As for choosing a VPN/VPS provider they are so cheap I would just keep trying until you find one that has good peering with your Seed box and ISP. Some will be great and then go to shit for no reason and then you have to find a new one.

O teu ISP deixa de saber por onde estás a navegar, ou a onde te queres ligar... Mas ainda assim sabe que estás ligado a uma VPN. Se lhes desse na cabeça "bem, hoje vamos bloquear os IPs da FrostVPN, os gateways de ligação são X", criavam rules no equipamento desses para fazer drop ou deny a pacotes com destino a esses IPs, e pronto, ficavas sem VPN. Podes esconder o trafego, mas continuas a usar parte da infraestrutura do teu ISP, e eles têm total controlo sobre ela, não esquecer isso.
Are you using OVH/SYS start for a server?
If you are I can reproduce this using Xfinity/Comcast and Centurylink in Oregon. It is pretty much just bad peering. I can barely pull 1MB/s from my SYS server located in BHS. Sometimes I can only pull 100KB/s from them. But that is intermittent.
I do use a VPN to get around this problem. FrostVPN using their Seattle location maxes out my Comcast connection at home from OVH when a direct connection maxes out at 1MB/s.

The problem was actually fixed a few hours ago, sorry I haven't been able to update the OP.
What happened was somehow my ethernet connection prefs were reset, and it was using my ISPs DNS rather than Google's.
I think my ISP is blocking access to FrostVPN. It says " can't find : Server failed"
I changed the DNS settings back to Google, and everything works perfectly again.
I can pull around 4MB/s second through FrostVPN to my box with SYS all day. Which is really close to my max speed from Comcast.
Without it I get around 1.5 MB/s during the afternoon and the dreaded 100KB/s between 5PM and 11PM.
Try using a VPN to connect to the seedbox (not the VPN provided by the seedbox since that clearly wouldn't help).
I had a similar problem (also Comcast) and have better luck connecting through a cheap VPN to my seedbox. I use FrostVPN for this.
I have a shitty direct connection from Comcast to my seedbox. We are talking 100KB/s. But Comcast -> VPN -> Seedbox has a better connection.
Note that I have bounced around a lot of VPN providers since Comcast always manages to fuck with their connection to them. Luckily they are cheap. Just don't pay for a year in advance.
I have PIA, FrostVPN, and have used Perfect Privacy.
Right now, FrostVPN is 2.99 a month or you can buy a year at 1.99 a month.
As others have said, stay away from free VPN providers.

If you want to go the VPS route and set up your own VPN I have had good luck with Digital Ocean, Linode, Leaseweb, and OVH. All have options for 5 bucks a month and under. Depending on the madness that is the internet backbone one might work great for a month and then be complete shit one day for no reason.
The only VPN provider I have tried is FrostVPN (before I just got a VPS and rolled my own). I hear good things about PIA too. They are cheap so it fairly painles to keep trying until you get a good route to Whatbox.
I use FrostVPN that had a deal a few months ago over on r/VPN for 99 cents a month for the first year.
But I have also used cheap VPS from leaseweb, linode, digital ocean, and OVH. I bounce around because all of them will have intermittent Comcast peering problems.
It is a frustrating game to be playing.
