For Canadian weather I use this one called Canada Weather. It's not super fancy or anything, but it has a decent forecast widget and pulls data from Environment Canada, so it's not likely to get shut down anytime soon.

It's the only one that seems to give me consistent and reliable notifications of weather warnings. Also has an OK widget, but the UI in the app itself is really basic and it has almost no advanced features.

The widget is great, shows all the useful information without being crowded, has weather warnings, and I find that Environment Canada's weather predictions are closer to what actually happens than The Weather Network. Plus no ads :)
Don't have a suggestion just want to say I completely agree. I've never loved the Weather Network app but didn't hate it either. The latest design has finally got me to change, it's so terrible now. I'll probably try out all the ones mentioned here to see what I like best.

Check the Canada Weather app for Android, it pulls its data from Environment Canada and it's free. Great app.
