Aard looks nice. It is strange their website and GitHub have no mention of the app being published on Google Play.
I installed the app to try, but am disappointed it has no mechanism for downloading dictionaries, so I need to manually discover and download.
Seems a handy app, but is probably too much work for most people. =/

Hi, I don't know if this is what you're looking for. But there's an app called Aard 2. Once you download it, you can also download entire wiki repositories from the aard website and save it on your phone. I've done this for Kannada Wiktionary and it works perfectly.

In general their website has a lot of code and data format info and stuff. I understand none of it, but you seem to be knowledgable about these things, so it may make sense to you and even help you.
So maybe what you are trying to build has already been built (ie., aard dictionary app) or you are trying to do something similar. Anyway, all the best.
