If you complete all side mission in particular region, you could see all Intel in that area (if you've open all perks). You could switch to show only Intel data. And yes, on West side peers it didn't show up, only if you run close to it. But, there are a lot of videos with location of all Intel. And on Android there is a Agent HQ program, that have a map with all Intel data and theirs coordinate.
