Interesting idea.
I would suggest using a list rather than a map, just showing how far away someone is, not where, which would get around the privacy worries. This is essentially what Amikumu does. It's the same concept, but for languages rather than SSBM.
I do like that you don't have to enable location permissions, and can just use a custom address, though. That's a nice touch.
Will there be a webapp in the future?
Are you familiar with Amikumu? It does the same thing except for all languages not just Irish. It uses GPS to find the nearest speakers so you can arrange a meetup if you want.
