Have you tried [Dr Web]https://play.google.com/store/apps/details?id=com.drweb)? I've heard good reviews about it finding adware better than other apps.
If all else fails though, factory reset always works. :)
Install an antivirus that is always active monitoring the system. I use this on my devices:
https://play.google.com/store/apps/details?id=com.drweb&hl=pt_BR&gl=US
https://play.google.com/store/apps/details?id=com.drweb&hl=pt_BR&gl=US
After installing and configuring do a full scan (it will take time).
You can install the antivirus below and do a complete phone scan to make sure you don't have any Malware installed:
https://play.google.com/store/apps/details?id=com.drweb&hl=pt_BR&gl=US
Have you tried to see if this app is configured as device administrator (settings/security/device administrator apps)? If that is the case you must revoke the admin permission and it will be possible to uninstall it. You can also try scanning the device with Dr. Web Light: https://play.google.com/store/apps/details?id=com.drweb&hl=pt_BR&gl=US
Check if there is any kind of virus (use something like https://play.google.com/store/apps/details?id=com.drweb) and avoid installing any kind of APP made by the Manufacturer of the "Shutter Remote" on your phone.
I have always used Dr.Web Light. It's not bloated and ONLY an antivirus so does ONLY what and antivirus should (in my opinion) by only scanning what needs to be scanned when it needs to be scanned. It also has on-demand scanning functions.

I use Dr.Web Light. If you prefer an open source one, there is LibreAV on F-Droid but I don't know how effective this one from F-Droid is:

You can install an antivirus such as Malwarebytes or Dr.Web Light and do a complete device scan to detect and delete the adware. If the antivirus cannot delete the malware you can try a factory reset:

I use this one on my devices: https://play.google.com/store/apps/details?id=com.drweb&hl=pt_BR&gl=US
And for those who say that Android doesn't need antivirus: https://securelist.com/it-threat-evolution-in-q3-2021-mobile-statistics/105020/
I would also use an antivirus. I use this one on my devices: https://play.google.com/store/apps/details?id=com.drweb&hl=pt_BR&gl=US
It's free is always active protecting the system (actually this free version notifies you when it is necessary to do a scan and just click on the icon to perform the scan).
And as surely someone will say that Android does not catch malware, below is a link with Kaspersk detection statistics for mobile devices only in 2021 (these statistics are only for devices with Kaspersk antivirus installed) :

Try scanning with Dr. Web (https://play.google.com/store/apps/details?id=com.drweb&hl=en). I used AVG and AVAST mobile and found nothing until Dr. Web saved the day. Give it a shot.
