I would agree, I was shooting 500's full length, 38lbs on the fingers, 31" draw and they were too stiff, I changed to heavier points and they got close but ordered 600 spine anyway.
26" draw at about 22 lbs on the fingers call for much more flexible arrows. Almost 1200 spine.

It is my personal opinion that archery manufacturers intentionally obfuscate specs on equipment to help brand loyalty and dealer sales.

If you have an android phone you can use Arrows.
Just set your draw weight, and desired arrow length and it'll tell you what spine to get, and which arrows are closest to it.
Also, if you happen to use an Android (or ChromeOS?) device, there's this handy app that can calculate an arrow spine for you and make suggestions for matching arrows:

aluminum sizing from Easton is diameter and wall thickness
my 2114 arrows are 21/64" diameter and 0.014" wall thickness
yes higher numbers will have lower spine but better to consult the chart
carbon arrows typically just quote the spine
spine is the distance an arrow of a specific length will flex, with a specific weight hung in the middle (two lbs iirc) so a spine of 510 means it will flex 0.510"
longer arrows, heavier draw weight require heavier spine (lower number)

so many questions about your question
you say 36# on the fingers but 28" draw is where limbs are measured at (amo standard)
draw is measured pivot point to arrow nock
you state 28" draw and then ask about buying 27" arrows, arrows are measured by length of the shaft not including point all the way to the nock notch
amo suggested arrow length is 1.75" longer than your draw length
so, measure draw length, draw and have someone mark the arrow at the rest, which should be above the pivot point
add 1.75"
work out your draw weight, add or subtract 5% for every inch from 28" draw
