The only thing I know of is the AT&T Mark the Spot app, and from what I've heard of, using it can be a hit or miss:

There isn't much they can do if it is on fact congestion. You can report the issue through their Mark the Spot app: https://play.google.com/store/apps/details?id=com.att.android.markthespot
They'll need a way to alleviate it if it is congestion, but the only way to do that is with more spectrum or better backhaul to the tower.
To isolate variables, is your brother on the same account as you on AT&T?

On iOS devices, Sprint Zone does not come pre-installed.
On Android devices, it's pre-installed, but you have to click some boxes to agree to activate it. Is this also tracked/required?
Do reps also have to do a walk-through to show Sprint Zone's account management, diagnostics, and issue reporting functionality?
IMHO, I think it's a good idea that Upper management is requiring reps to install it on customers' devices, though perhaps the process could be cleaned up a bit with better explanations on the materials.
Crowdsourced issue reporting only works if there's a sufficiently sized and informed crowd, and Sprint Zone has the advantage over other carrier apps in that the issue reporting mechanism is built into the main app.
Also, the account management features of the Sprint Zone App may help customers resolve common issues without having to call in.
