I was recently looking for something like this because I like to adjust my music speed when I run, so the tempo matches my pace.
I looked at jetAudio, but it was a bit overkill for my needs. Plus only the paid version seemed to offer the speed adjustment option.
I ended up going with Audiopo. The interface is a bit quirky, but it works great for my purposes.

Free sample lessons, just press access lesson then play. Its a fun easy intro that continues up to intermediate and beyond. Although the full subscription content is a bit pricey.

Many free dictionary apps for your phone, or you can just use http://www.wordreference.com.
Audipo (or any similar speed changer app) is useful to have at all levels and is free on google play store.
These were the steps I took. It might be specific to touchwiz. There are numerous apps on the play store for slowing down music though, if you still want to give it a shot.
