Like /u/g4rysOn mentioned, the only time you should see ads is when you have free apps or games, which you agreed to see the ads while playing the game or using the free app.
I suggest you download AVG or some other trustworthy malware cleaner, and scan your device with it.
Could you recommend one for Linux and/or Android? I tried this one but it chewed out my fully charged battery on a day I hardly used my phone.
I am also looking for a static APK analyzer for reverse engineering as well as checking that it is safe to sideload the apps I am working on.

I particularly like malwarebytes, I would recommend using it 1x.
once used it can be uninstalled without prejudice to your security.
scanning above that, I would think it is exaggerated...

You could try scanning your phone for viruses/malware. I recommend AVG Mobile as it's free and works well. I also found a forum of people with a similar issue. One user posted that AVG found a suspicious app called "Preferences" that the user assumed was a system app, but turned out to be the cause, and removing it fixed the problem.
Most likely a trojan virus on your phone. I'd recommend getting something like AVG and seeing if that helps. Also don't click the links

I use AdAway from the FDroid market place. I have not had any issues with it. I don't see any adds on my weather apps now which is awesome.
There isn't really a need for an anti virus. But I do have MalwareBytes installed and have used AVG Mobile before and have used that. I use them to scan files that I download to my phone to transfer to my computer later on.
