You can see where the bus is in the app, you can judge the travel time yourself or just watch it get closer and go into the cold when it's like 3 minutes away.
It's not quite as bad as you make it sound, not quite. When you call in (or text) you can usually guess any bus that it says will show up exactly on time isn't actually running. It's more obvious in texts because they put a little * symbol by the times that are based on an actual gps position (i think, or it's only the ones not) either way i find the BusBuddy app helps me tremendously.
Sometimes a bus's GPS is just not working, but usually you get a good picture of how long the bus will be because on top of giving you the schedule and reported wait times it also displays the bus according to its gps position and the route it's on, so you can judge if traffic is better or worse than oc transpo accounts for. You can really easily spot a stop time with either no busses running or running so late they double up. It's not infallible, busses sometimes have a broken gps and won't show at all, but those become a pleasant surprise the occasional time they show up that way.
Haven't noticed a difference in quality, but I've had an app in the middle for years now.

BusBuddy is available for both Android and iOS devices. OC Transpo has an official iOS app. Meanwhile, if you're looking for something more minimalistic on Android, there's also Ottawa Bus Follower.
