I've experimented with this. I wanted plants based also, but ended up changing that to get the list smaller, and because my chances of buying items in places was restricted. My minimum shopping list is: skim milk, oats, sweet potato, red lentils, canned sardines. This will cover all the vitamins/minerals that I'm tracking:potassium, calcium, magnesium, iron, zinc, iodine, Vitamins: A,,B1,B2,B6,B12,C,D,E,K,Folate,Niacin. This gets all the vitamins/minerals, but doesn't meet all the protein/fat/carbs requirements for the day. I play with the volumes of the list above to meet the daily vitamin/mineral requirements and then add in other foods to increase protein/fat/carbs to get my calorie needs.
Edit: Just saw about you lactose problems. Skim milk mainly is giving me calcium and protein, so find something else for that.
I know everyone here raves about MyFittnesPal, but I use Calories! calorie counter app as it is offline, lets me add in items, and tracks the list of vitamins/minerals. I spent a lot of time playing with food to get the list above that works for me.

Using this app on android to track macros, minerals and vitamins. Works off line, so had been helpful for me.
