It's a bug that supposedly htc will fix on the next update (whenever that is). I just used a workaround get it working just the other day myself. It requires root and a kernel that can be set to SELinux permissive mode. First set your kernel to selinux permissive mode (I used the SELinuxModeChanger apk from this xda thread). Then I used the Capacitive Buttons app on the play store to turn the buttons back on and set the brightness to medium.
I'll be sure to write up a review a bit later, after more toying, but I'm incredibly impressed with this phone. Rooting wasn't difficult (Kingroot worked fine, though getting from Kingroot to SuperSU is a little annoying. Still, I managed.) and the build quality is pretty damn good.
Dual speakers, I believe. That wasn't advetised. USB OTG works great. Again, that wasn't advertised.
Haven't clocked the wifi speeds, so I'll do that later. But they're good enough to stream HD video.
Battery life seems fine.
Screen's very pretty. Not washed out or over saturated, and not dull either. Pretty good. Even backlight, and definitely an IPS. I love that even the cheapest phones are using IPS panels, now. That makes me happy. All three phones had great screens - no backlight problems and no dead pixels. I've definitely had worse experience with other small brands.
The weirdest looking thing is the purple-white LEDs behind the capacitive buttons. They're not super evenly lit, and while they're definitely lit with a white LED, it's a purple-ish white. I turned them off with an app, because I don't like the light up buttons in the first place.
Bluetooth's worked with everything I've connected, but for some reason the phone calls it "WHT". I don't know what that stands for, but it's definitely Bluetooth. Gamepads, car stero, computers all connected fine.

The phone's working very well. It's performing very smoothly - no stuttering or slowdowns. It's got the hardware that was advetised.
Oh! Since you mentioned you were rooted, I think this app may fix the problem. It's one of the few root-requiring apps I came across when googling this issue.
