Try this single player ccg adventure game: Card City Nights

Old but it's still good with decent humor and chill music/atmosphere. Plays like a cross between FF8's Triple Triad with how arrows need to connect and the Pokemon TCG on gameboy with how everyone gives you booster packs when you win

The first one is simple, its sequel makes it a bit more complex and shakes things up. It has multiplayer and crossplay with Steam too but sadly it never took off :c
Card City Nights & Card City Nights 2 sounds like what you are looking for. They are both are premium titles that are not too hard to learn and has an awesome soundtrack.
(whoops this is way too old but it might be of interest)
Card City Nights (Also on Steam) is a game that mimics a CCG in a single-player app form. The game itself isn't terribly complex (indeed, it's like a ccg tic-tac-toe where you make combos on a 3x3 board), but it IS a full game in a two-dollar purchase with no in-app purchases. Plus it's just damn charming.
It won't replace any ccgs for you, but it's still a fun experience.
I enjoyed Card City Nights on PC, but it's available for Android.
It's a bit weird until you get the card placement and arrow mechanics. The story is also a bit weird and meta, with references to their other games, that I haven't played. But it's fun, you get cards by defeating opponents, and I needed "a few" tries for some matches, because it's also a bit of a puzzle game. You have to build different decks for different matches.
I can't speak about the Android version, or the screen size, sadly, but the game is cheap. No ads, or IAPs.
Card City Nights is my favorite card game.
I've never played Triple Triad but I've seen some compare it to Card City Nights which I really enjoyed.
I really enjoyed this one. It's a little bit goofy, but amazing anyways
I'd be remiss if I didn't mention Card City Nights... but I've been having tons of fun with Earthcore and Deck Heroes.
Not sure if suitable or not but here is some I came across;
Card City Nights 1 (note: hasn't been updated in awhile)
Card City Nights 2 (note: hasn't been updated in awhile)
Dominion (unreleased / soon)

Calculords. If you also like math.
Trouble with Robots. Played this long time ago. I think the IAP is for new story chapters.
Card city nights is a lot of fun, and it's way under your limit :)

Also, a mode in Card Crawl is actually deckbuilding to be fair.
