For 411Richmond transcriptions, you can use an android device as a receipt viewer.
Run ClipSync on your pc, click the receipt image to get the link, copy the link; and, while running ClipSync on your android device, paste the link to a web browser and view the receipt. From there, you can zoom and rotate.
I have used it and it did the job, but seeing other comments recommending "KDE Connect" now im curious to test it

There is a windows client for it too. The only requirement is that both the devices should be on the same WiFi.

This do much more than just clipboard sync but is quite good to use.

Requires server running on your devices and works only over same wifi connection. Haven't used it myself.
Alternatives: -
Microsoft Edge for Android can share links, needs to use Edge on both devices (Creators Update required). Again I don't use it
What I do use for links android to windows (not the other way)

Works when using Data on Mobile and different wifi on laptop.
Firefox also has the feature of sending Tabs to devices.
This is what I did when I did 411Richmond HITs:
If you have a mobile device with android, then grab ClipSync for your pc and from google play for your mobile device.
Get them both running and connected with ClipSync, click on the receipt image so it'll open in a separate window, copy the link, and open the link on your mobile device's web browser. From there, you can zoom in on the receipt, scroll, rotate, etc.
There is Clipsync https://play.google.com/store/apps/details?id=be.bdwm.clipsync
Works over Wifi or LAN and doesn't send anything through a 3rd party server. Works with the usual Ctrl-C shortcut in Windows.

Seems to work pretty well
