Pretty much one of the better games out there if you can tolerate/don't mind the fact that it feels like an amateur game and/or it uses assets from different games. A Diablo/Legend of Zelda styled Action RPG with an insane amount of customization, a large seamless open world populated with allied soldiers and enemies (Imagine the Barbarians in Act 5), and a huge amount of different weapon types (Swords, Staves, Bows, Kunai, Rocket Launchers, Machine Guns, etc.). The game has no character classes, so you can tailor a build that suits your playstyle. Also its Free and has no IAPs.

A dungeon crawler with floors that can be as long as thousands. You choose between 2 or 3 classes; yet the game still offers high customization...its almost basically Diablo 1 where you pick from 3 classes; and all 3 of them aren't completely unique as in they all share the same spell book but only have different stats. The selling point here is that you devour items called hearts for permanent stat bonuses or equip them for buffs and unique skills.
Openbor for Android...I don't think its that obscure, but beat em ups in general have been mostly dismissed on Android, even if some of them are actually very good. Openbor games include...
Knights & Dragons: The Endless Quest - Basically a lighter Shadow over Mystara with a some sort of Quest system where you can pick a place to do battle, and some very bare bones RPG elements like a Levelup system that increases your stats and gives you a new skill under a certain level. Also Character Classes.
Rocketviper (specifically 2) - An unofficial crossover type of game that stars a lot of different characters. The appeal to this game is that every character has a solid movelist of their own, a contrast to most of the games' one special and one attack rule most games of this type have.
Other than that; I've been endorsing the hell out of Dawn of Warriors to anyone who's looking for a solid Android action RPG in the vein of Diablo and some degree of character customization like in Fate. Its has a seamless open world like in Diablo 2 where you go to different places on foot...no loading screens either...unless you're using the Challenge Tower, which is more like Diablo 1. Its just that a game like this is doomed to be at the bottom of the well in the Play store in favor of pay to win crap.

In terms of portable console emulation; there's an early PSP game I've played to hell and back named Rengoku 2: Stairway to HEAVEN. An action-roguelite-RPG game where you play as nanobot-ridden-cyborgs called ADAMs, with controls so simple it plays well enough on a Capacitive touchscreen; that porting the controls should be a cakewalk.

it sounds like Diablo 2, the overworld (Diablo 2) and the Challenge Tower (Dungeons in Diablo 1) are randomly generated, You can hire mercenaries (Diablo 2), and there are loads of different enemies that depend on location (Diablo 2).
Your character and mercenary is also customizable from spells and equipment to attributes.

Probably one of those simple yet deep action RPGs. Most of the struggle comes from the slight lack of explanation to how most of the game works (which means you can accidentally unlearn spells by dragging their icons away on your character menu). Its basically a Single Player RPG thats populated like a seamless MMORPG.
MLG Bird is pretty fun if you like the "humor" of MLG noscope 420blazeit Illuminati. Its pretty much more or less Flappy Bird with powerups like Mountain Dew, SANEC, Illuminati, and Weed. Its Free too.

If you like Starcraft; this app basically lets you run Starcraft (and Caesar III) near-flawlessly (I can run it on my 1.2 ghz Dual Core w/ 512 MB of RAM and it still runs near-flawlessly). The controls are highly customizable too. But you'll get the most out of Starcraft with a Keyboard and mouse as always.
Before you ask, the "BETA" version is pretty much the Paid version except for the unremovable and annoyingly huge BETA on the lower right portion of your screen. Also, it has cross-platform multiplayer; which means you can set up a local multiplayer match between your phones and the PC....don't push your luck on Battle.net though.
Dawn of Warriors is a pretty good RPG; albeit with some "borrowed" assets from other games and sprite artists (they do credit them on their obscure blog though). You don't need an internet connection to play it and its free.

Its a mix between Diablo 1 and Zenonia, what makes it unique is at how customizable your character is based on his/her items, skills, and stats. You can tailor in a build of your own unlike most games where you just have to pick a class with their own skill tree; this has none. Sometimes its also populated with NPCs who fight alongside you on areas.
The Paid version is also more of a "Donate" version that simply gives you more character sprites to play as.
I think you might enjoy Dawn of warriors.... its as close to a diablo 1 pixel version as you could get.. from the sound effects... loot and custom gear builds. It throws in some resource gathering and upgrading as well. Skills are a bit loose and nothing real for story. But worth a look for sure.

My 2 Personal Recommendations.
Dawn Of Warriors - A recently released (12 days ago) RPG that basically nails my personal craving for an RPG; you can choose from a HUGE variety of anime sprites as your look.
There's also Hirelings that are basically completely new and customizable characters (ala Valhalla Knights), a wide selection of weapons from swords, bows, and staves to machine guns, rocket launchers, and ninja stars, NO CHARACTER CLASSES; which means you can craft your own personalized build like an Old Gandalf with a Lightning Staff and a Gatling Gun, and even NPCs going on the same adventure as you which makes the game world more living than so many other games like it. And unlike most ARPGs; it doesn't take place in instanced dungeons with a GUI for a town, the game is basically an open environment like the original Diablo 2 where you explore new locations on foot rather than take a quest, get taken somewhere, finish that quest, return to that GUI hub area, repeat. Speaking of which, an unimportant side note in that this game partially sounds like Diablo 2...and I love it!!
I'm saying this much because it is a sheer crime how this game is underlooked for the utter smorgasbord of content it offers....also it has no IAPs.

Oh and Moe Girl Cafe is a management game where you hire and manage a "harem" of anime girls that actually ARE Anime Characters. You can get customers like Lelouch, Okazaki Tomoya, Shimikaze, Tomoe Mami, and other characters that you'd probably know more than I'll ever do. It has IAPs, but if you start your local game with an online connection once a day you can get daily bonuses, the 5th and 6th days give you 50 to 100 premium currency, and the 7th gives you an Ultra Rare "Original" maid (There are like...5 Palette swaps for each original character).

If you like/can stomach the 2d anime aesthetic. I personally recommend Dawn of Warriors if you like Hack & Slash RPGs like Diablo with the sort-of-freeform stat leveling of Fate. You basically go to a lot of different places to kill the next boss for the next epic loot. I've sunk several hours into the game and I don't regret it. The author claims it to be a roguelike, but don't worry its more of a Diablolike with TLOZ:4S style combat. It also sounds like Diablo 2 at times.

There's also Knights of Pen & Paper. A relatively simple Turn based RPG with a highly customizable party of 5. You play as the DM AND the party; you can buy aesthetic stuff like loaded dice and miniatures that give all of your playthroughs passive bonuses. I personally have fun thinking of what my parties consist of in the game, especially in finding which character goes with which class and how they all synchronize with each others' strengths and beating powerful enemies with it.

Dawn of Warriors might be one. You play as a customizable protagonist in a world where Hell has ravaged the world and the quests to kill certain bosses seem to imply that nearly every Diablo, Fist of the North Star, Skynet, Four Horsemen, DOOM, and Zombie apocalypse has occurred at the same time. Fighting off Demons, Beastmen, Vampires, mechs, space marines, with the ability to play as an armored medieval knight with equipped with some healing spells and a rocket launcher or a 20XX Techno-barbarian with an obsession for magic spells.
Its really more of a Diablolike than a Roguelike but...

There are no classes in this game. You basically make your own from the options available. Like a "Doomguy" build who uses machine guns and rocket launchers while shrugging off blows.
As for skills/spells, most of them are tied to the weapon you have. One sword lets you throw your weapon, another lets you do a Leap Attack, you can have a bow that can shoot a cone of arrows, etc. But you can also get more skills from rings or books (which are permanent but are not for sale and need to be looted).
Oh and just in case; you can also hire mercenaries, whose stats and equipment are fully customizable to your liking. The game's world is randomly generated, and there's a permadeath "Hardcore" switch.
If you enjoyed Aralon, this is basically its 2D, wacky, and less pretentious cousin. It has a free and paid version; but the paid version is just the same game without ads and a list of character sprites you can play as.

The game's story is bare bones to the point of nearly nonexistent. Lucifer has taken over the whole world and you have to defeat his lieutenants to win the game...more or less like Diablo 2 where you FIGHT THE DEMONS and kill the prime evils.
The game is basically a Diablo-styled ARPG that plays like a top-down 2d Aralon: Sword and Shadow. Though this one is it's less pretentious eastern cousin. The whole game world outside the "Challenge Tower" is basically seamless almost like a whole Act of Diablo 2 where you don't start off in some stupid hub and consider going outside of the hub as questing.
Character development is also deep, there are no character classes and you start out with the most basic weapon of all 3 damage types (STR, INT, and DEX) and make up your own character build from there.
Not only can you customize your gender/name/appearance, but you can also customize the gender/name/appearance of your Hirelings.
Also I fucking love Summon Night and I swear to god your name was familiar.

The customization is insane. The Attributes system other than the obvious lets you reduce threshold from status ailments, hasten your attack speed, let you run faster, and increase your critical hit rate (which is awesome for rapid fire weapons). There are weapons like Swords, Bows, and Staves but there are also Ninja Stars, SMGs, and Rocket Launchers. You start off as a competent enough master of none, and build up your own class from there.
For better or worse, most of your spells/skills are equipment based; which means some weapons can give you different skills/spells like a rapier that lets you boomerang it as a ranged attack, or a staff that lets you home dragons at enemies. But you can also learn up to 3 permanent skills with spell book, and 2 more can be given with rings.

Have you heard of Dawn of Warriors?? The game is more of a hack n' slash top down RPG unlike Swordigo though, but the melee is like TLOZ:4S where a weapon's swing will hit multiple enemies and you do have to dodge projectiles on your own so I guess its action enough.
There are no Character classes, but its accessible enough to make building your own playstyle easier since you start off with a melee, ranged, and magic weapon. The game is kind of in an open world like Diablo 2 where you visit new locations on foot. Also its free with no in-app purchases...the PAID version is just the same game with more character sprites to choose from.
I heartily recommend this game; I love this game and I didn't regret every second of my time in it. And if you love action RPGs with an accessible yet deep character customization, a crapton of different and fun weapon types (swords, hammers, staves, knives, bows, kunai, javelins, maces, machine guns, rocket launchers, railguns, etc.), and a crazy world filled with living plants, undead, knights, space marines, demons, and robots. -I want there to be a level, skill and loot system. >Leveling is simple but highly customizable. You have 8 different attributes to spend stat points on. The Skills are a little harder to explain, you don't really start off with a lot of them to be sure. Some weapons can give you up to 2 different skills or spells while rings give you only one, but you can also loot skill books in the game world that will give you opportunities to further customize your own character. A loot system is there too.
-Different classes would be nice too. >From what I've said, there are no classes. You start off in a blank slate as a "Novice" of sorts with no specializations, it pretty much gives you a good starting point since you can familiarize yourself into the game's mechanics.
-Randomly generated levels and enemy variety are also features I'm looking for. >The game's universe is randomly generated, but only in the sense of how Diablo 2's overworld is randomly generated. Does this mean overworld?? Well, the overworld is relatively huge with lots of enemy variety as you progress through the game, you fight off Zombies, Plants, Vampires, Beastmen, Mechs, Space Marines, and some other Mythical stuff like some sort of Titan Quest.
>Character building and min/maxing
Oh yeah, this game's aesthetics are centered around Character Builds. There are 8 Attributes all in all. 3 being damage based (STR, DEX, INT) and the rest being utility like Movement Speed, Health, Attack/Cast Speed, Debuff resistance, and finally Critical Hit chance. Weapon variety is also really huge...especially for ranged weapons. There's the usual Swords, Hammers, Daggers, Javelins, Bows, and Staves....then you have Plasma Cannons, Rocket Launchers, Assault Rifles, and Ninja Stars which means you can make a "Doomguy" build who specialized in Ranged Weapons but has lots of health and/or speed.

For better or worse, the game has a "Hardcore" switch that either activates Permadeath for that one character. There's even reward for beating the game in Hardcore mode...but its only by way of having more character sprites to play as.

Definitely, The Overworld and the "Challenge Tower" are both randomized but with some notable differences. The Overworld is randomized the way Diablo 2's Non-town areas are randomized while the Challenge Tower's randomization is more like Diablo 1's. Yes; there's a loot system too.
Worth noting is that this game tends to be less....involved than the usual ARPG (Zenonia, Heroes' Lore). Its really more of a Diablo/Ragnarok clone than anything else.

Dawn of Warriors is an RPG that really scratched my "Diablo 2 open-worldesque Action RPG with shades of FATE" itch and kind of scratched my "Elona" with looting, multiple equipment systems, stat customization, Dystopian Technology coexisting with Medieval Fantasy, and simple fun gameplay elements that make it feel alive with its little features (Allied NPCs fighting alongside you, Completely Customizable Mercenaries). I think you'll have fun with it too.
Also, you can swim....with a lifesaver everytime you get in the water...GOTY 10/10 would rent another lifesaver again.

Soul Unleashed resolved my issues for a highly customizable character sheet. The world isn't really too big but the way the game's universe reveals itself does get interesting at times though if you don't like listening to exposition out of nowhere you might just get annoyed. The Main Character was also highly customizable. But the game is a bit hard to explain so here's the demo.

But here's a long summary: Your choice of starting skills are randomly rolled, and every time you level up you can choose 3 more skills. The game plays like a mix between Etrian Odyssey, Wizardry, an old tabletop RPG, and a card game that also randomly chooses what skills or spells you can cast in one turn so there's absolutely NO dedicated attack button for every fight but then again NO skill or spell will cost you any mana because there isn't any!!
Robot Dangerous is one of those niche games that almost nobody downloads, but the whole game sounds like a depressing dystopian future you'd hear out of a PS1 game with gritty pretty graphics. Its a roguelite that puts you on a role of a Peacekeeping robot who wants to do good by enlisting in the goodwill freelancer of policemen to perform multiple ways of expressing STOP RIGHT THERE CRIMINAL SCUM by the use of eye lasers, flamethrowers, Sektor rockets, and even a little seemingly useless stunning spell that can sometimes magically cast Vergil's Summoned Swords out of nowhere. It plays like Chrono Trigger in space where the "turns" are time based with guns and mundane ways of escaping a nasty situation (bribery, fleeing, or lawful murder).
