There is an app called Dcoder you can use it to code in almost any language, save code, clone git repos, develop big projects and even web development. I am sure it'd be helpful to you
I use the app Dcoder, you can code and run a lot of programming languages, there is a debugger too if you make a syntax mistake. For learning new concepts, there is websites on internet like odinproject and documentations, a lot of youtube channels, and some apps focused on learning programming like freecodecamp, solo learning and others...
get a USB keyboard with an adaptor, and instal something like this it will let you code on your phone. but you really need a pc

It's very uncomfortable using Python on a phone, but yea I still use it..! Dcoder app lets you code in any language. You'll need to sign-up and have an internet connection though.
I mean, you could download a simple IDE (here's an example for android) and use that to edit the disassemblies. There's nothing to stop you there, other than the difficulty of trying to type code on a touchscreen.
It would be pretty hellish though.

I also want to say that if you know there are IDEs for your platform, and you are unable to do something basic like search them, you will have a bad time programming on your own.
Alright, I'm going to tell you right now that programming is going to be an abysmal experience on android, unless maybe you get a bluetooth keyboard or have linux installed on it. I can see a couple of solutions for you:
Here is a Java IDE made for android.
If you want to try and load Linux onto whatever android device you may have, and then get an IDE from there, I would suggest here, as unlike Termux, it is a full desktop environment and does not require Android 5 and up. It takes up a little less than a GiB, but I would still make sure you're REALLY sure about installing it before doing so. It is (barely) possible to do all this without a bluetooth keyboard, but I would STRONGLY suggest getting one, maybe like this cheap one.
Lastly, if you instead just want to get a cheap PC, I would search "Dell Opitplex" or some cheap model near that year on eBay, as I could find some that were less than $30.
