Well there's also the original VBA. There's also mGBA. It claims to be the "most accurate GBA emulator" no idea what that means, but you might want to try it. Not sure what other GBA emulators for Windows there are.
Pokemon Clover is the go-to humor hack, especially if you're a fan of r/greentext . Pokemon Outlaw also made me laugh, and I've heard that Pokemon My Ass is pretty entertaining (but I haven't played that one myself).

It's your region, so the name is up to you, but I'd try and follow Nintendo's naming conventions.
Basically a two- or three-syllable name that relates to the geography or theme of your game. You could use a kanji dictionary, try in some description and see what it sounds like in Japanese.
For instance, "majestic island" (顒嶋) could be read as Okito or Gyoto.
Is the region based on a real-world archipelago? That would help a lot with inspiring the different cities and routes.

Quick follow up, you may need to download an app that lets you unzip files. There are a couple good ones and it doesn’t matter which you use. (luckily it only takes two seconds, no creating an account nonsense or anything.)

The zip file is like the box your rom came in, you need to open the box and take the game out before you do anything.
You can play any rom on android. Just use unipatcher or a similar app to patch the file onto the base rom (in this case, it would be pokemon red, of course)
In addition to what other people are saying I would recommend Drastic NDS emulator if you aren't already using it. I know it's not free but out of all the NDS emulators I've tried it is by far the best one as far as performance.

i recommend mGBA! it's known to be a more accurate GBA emulator than VBA is, but it also has a VBA compatibility mode for romhacks that were developed with VBA in mind.

The emulation wiki has some emulators listed, and is recommending mGBA. Other than it and the emus you listed you don't have much choice.
evasi0n is an untethered jailbreak so that's not the problem. Uninstall appsync and respring your phone. Then install afc2add and iFunBox and use that to put ROMs on to your phone.

Download GBA Pokemon Game Editor, it has a bunch of useful stuff. One of them is called SMCA (Start Map Chooser Advance). It's really helpful and easy just choose the bank/level (gotten from a map editor like Advance Map) and place the X position.

I think you missed out Pokemon White 151! I think this does exactly what you're looking for -- Pokemon White with the original 151 pokemon.
It's not the easiest game in the world to patch but if you look through the readme.txt in that folder I think you'll be fine.

I've used this app to patch Drayano's NDS hacks in the past. Just make sure you use the recommended base ROM for the hack that you want to patch. Also, make sure to unzip the archive because you need to patch the .nds file directly.

there's a few hacks that do this. you could try firered omega, firered throwback, ultra violet, leon's firered base, and probably some others that i am forgetting
to use these hacks (and any romhack, really), you need to learn how to patch roms. there's plenty of patchers on the play store (i use this one). then you select the firered rom you have and the patch to get your patched game
I believe nameless fire red and polished crystal (though this is gen 2) has a nuzlocke mode. If you have some self discipline, you could just follow the nuzlocke rules yourself as well for any game or hack.
.ips files are meant to be patched on to the rom itself. You could get the .ips and the rom onto your pc and use something like LunarIPS to patch and then transfer that on your phone. Alternatively, if you have android, try this app.
That's a patch file (.ips). You'll need a "Pokémon Blue (USA, Europe) [!]" rom and Lunar Patcher to apply the patch to the clean rom. Or this on the Play Store. Haven't used the android app before, but it looks like it'll work.

You'll have to get the firered rom yourself, however
They're released as patches, not as ROMs. This has almost always been the case and it really just depends on where you're downloading from, since most people release patches for legal reasons. They usually come in .ips or .ups formats, and both are just a list of changes that detail which bytes are changed in the source file, the base ROM, to the changed bytes in the new file, the hack. You can patch these on Android by acquiring a copy of the base ROM, and then using an app like Unipatcher or ROM Patcher. Note that for most .ups patches, you're going to need to make sure that the "ignore checksum errors" box is checked to successfully patch for reasons that I don't feel like getting into here.
It might work with this android app but I havent tried it so I cant guarantee it working.
VGBAnext is by far the best gba/gbc/gb emulator I've found. I'd never heard of Super Gameboy mode, but VGBAnext has color for Pokemon Blue. I recently emailed the devs with feature requests and they pushed an update a week later. Truly worth every penny (although I used credits from Google Opinion Rewards so I didn't actually pay out-of-pocket).
Actually, patching can be done on an Android phone, and very easily. MyBoy! GBA Emulator comes with a built-in IPS/UPS patching system that allows both soft and hard patching.

This one does a lot more than just FireRed. It does all the Gen II and Gen III games, including the remakes and it's java so it works on mac.
Did you even attempt to Google search for whatever the filetype of the patch is + "patcher"?
But for spoon feeding's sake: most rom hacks are distributed as patches that include just the changes, not the full game with the changes already applied. This is to sidestep the legal issue of sharing copyrighted games. The patch file is basically just the info to tell your patcher of choice what changes need to be made on the original file to turn it into the hacked file.
Most reputable romhacking sites, like romhacking.net, will only give you the patch file.
Speaking of romhacking.net, floating ips patcher from their utilities section is probably your best bet for applying .ips and .bps patches using a PC. I'm not sure if it handles xdelta patches or not, but for that you can use xdelta gui from the utilities section as well.

Please note that you need to apply the patch to the rom file itself. If either the patch or the rom is a .zip or .7z file (compressed), you'll need to decompress it first. Also, if the patched rom doesn't work, make sure you're patching the same copy of the game that the patch was made for. It's less common now than it used to be, but some rom sites use fucked up rom dumps.

You can easily distribute modern rom hacks without distributing actual game files thanks to LayeredFS.
There are many ways to do it without crossing a legal line, for example PokeMMO uses methods to grab the data which include having to own those copies of the games.
You could play it on a CFW Switch or you could use something like Yuzu on PC.

I don't use Macs, but those are the cross-platform issues I can think of.
Of you extract the file from the 7z it should already be a .nds. if you just change the ending by renaming it, it won't change the file properties and it also should not run on your emulator. I have no experience with .7z files, i always used a .zip compressed file, which had the .nds inside. Then just extract it and use the .nds. you also shouldn't need some extra software to unzip it, the PC should be able to do it on it's own.

You can try mGBA 0.9.2 (https://mgba.io/downloads.html) and I’m not exactly sure how to convert the save file for a different emulator. If it’s a save-state then I think you could be out of luck because I think that’s emulator-dependent. If it’s a battery save, it could be as simple as changing the file extension from whatever OpenEmu uses to .sav for mGBA.
What emulator are you using? If you're using VBA or any derivative of it, please stop now and switch to https://mgba.io. VBA's emulation mediocrity is well-known in the ROM hacking community and many hackers refuse to support players using VBA.
Depends a bit on your distribution, I'm assuming it is Ubuntu.
For GB/C/A games, I suggest using mGBA. The part about DeSmuME seems to be unchanged. The only difference being that I would suggest building from source using the GitHub repo as it seems to be more up to date. You still have to consult the wiki, if you're new to compiling stuff, though. The UPS patcher from the guide still works as does the IPS patch perl script.
Used to use VBA. Now changed to https://mgba.io due to it being able to toggle 'speed up' instead of having to keep the space bar (or whatever key you use) pressed. But any one of those two work well.

Riley (creator of Delta) also created https://altstore.io if you have a Mac to do the compiling. I personally use http://builds.io, which manages enterprise builds. They get revokes on occasion (every few months), but they follow up with an account extension.
Playing Windows games on a Mac can seem difficult, but, in most cases, it is easier than you might expect.
I play Pokemon Reborn on a Mac myself, and I haven't run into any issues at all.

Get the development version. Once you download it, don't bother with WineBottler, just stick with the Wine.app application itself.
Copy Wine.app to your Applications folder.
Open the Pokemon Reborn folder and right-click/control click on the file Game.exe. Choose to Open With Wine.app.
Wine will have to build a new profile for you. Give it some time on the first run. After it finishes, you should get Pokemon Reborn running in a window.

Please note: Pokemon Reborn is known to have performance issues, especially early in the game. The lag is caused by inherent limits in the RPG Maker XP framework on which Pokemon Reborn is based. As such, Pokemon Reborn is a 32-bit program (2 GB RAM limit) with no multicore support (only raw speed matters) designed to run on desktop PCs (no heat/power optimization) running Windows XP (best performance on an obsolete OS) with a discrete graphics card (integrated graphics can have issues).
As such, it lags even on modern, souped up PCs that can run games like Skyrim on full settings with no hint of lag or tearing. Using Wine CAN exacerbate these issues, but not to the point of unplayablity. Bear in mind, however, that Wine works best with discrete graphics, so if you have a Mac with only an integrated card, YMMV . . .

I would recommend using HxD. And there's no real tutorial, you just press Ctrl-G and go to those offsets. Make sure to convert the map bank and map numbers to hexadecimal as Advance-Map displays them in decimal.
It's a .bps file yeah? If you have access to a computer, use this program called "Beat" to patch the file. Just press Apply Patch and follow the instructions.

you have to patch the ups file onto a firered 1.0 rom (get that yourself by either dumping a legally owned copy or knowing where to look)

I mean, you could download a simple IDE (here's an example for android) and use that to edit the disassemblies. There's nothing to stop you there, other than the difficulty of trying to type code on a touchscreen.
It would be pretty hellish though.
Drastic 3ds emulator for Android is simply the best for ds games up until black and white 2.. its very affordable too. it even allows to speed up the everything as in VBA emulator without even using any codes. oh and it lets you make custom inbuilt date and time that affects certain events in many games. Icing on the cake: it has cheats codes inbuilt for every Pokemon game (all ds releases up until bw2) in it excluding the hack roms.

Use something like Zarchiver to extract the files, and use Unipatcher (Which I am not familiar with, but I assume it works like a normal IPS/UPS patcher) to combine the ips file with the .gba rom file. I'm guessing both the .gba rom file and the 721 patch are in .zip, .rar, or .7z format so you'll need to use Zarchiver on them both
