Place rom and patch in your internal storage with everything unzipped. Open Rom Patcher, choose your rom and patch files, select backup and rename options if you want, click Patch, all done.
.ips and .bps are patches that have to be applied to the base rom.

ROM Patcher worked for me. It took a couple tries messing around with the configuration but I had never patched a ROM before and I got it to work.
I've used this app to patch Drayano's NDS hacks in the past. Just make sure you use the recommended base ROM for the hack that you want to patch. Also, make sure to unzip the archive because you need to patch the .nds file directly.

there's a few hacks that do this. you could try firered omega, firered throwback, ultra violet, leon's firered base, and probably some others that i am forgetting
to use these hacks (and any romhack, really), you need to learn how to patch roms. there's plenty of patchers on the play store (i use this one). then you select the firered rom you have and the patch to get your patched game
I believe nameless fire red and polished crystal (though this is gen 2) has a nuzlocke mode. If you have some self discipline, you could just follow the nuzlocke rules yourself as well for any game or hack.
.ips files are meant to be patched on to the rom itself. You could get the .ips and the rom onto your pc and use something like LunarIPS to patch and then transfer that on your phone. Alternatively, if you have android, try this app.

Maybe. It'll depend on if you need a ROM extender (texture mods don't usually need this, but sometimes full rehauls/ROMHacks of games will).
This ROM patcher has worked for me in the past, though I tend to just do my patching on the PC and copy to my tablet. I just find it easier to do the "work" from the desktop instead of touch screen.

Use xdelta patcher. Or if you don't have access to a PC, you can use ROM Patcher for Android. Just remember to place both the patch and ROM file in internal storage. It's an old app, it won't work properly if the files are in external SD card.
you have to patch the ups file onto a firered 1.0 rom (get that yourself by either dumping a legally owned copy or knowing where to look)

.ups files are the only legal way to play fangames in an emulator. Use this to play them. To use it you select an original ROM, the .ups file, and click/tap patch. Not sure about iOS though.

Disclaimer: I'm on a Samsung Note8, but I don't think the process should be too different.
On the Twitter app, tap the link in Dray's bio. It should open up in Twitter's webview, if that option is enabled in the app's settings. If not, then it should open in whatever your default browser is.
Next tap the folder that says "Renegade Platinum", this should bring you to a page of folders that say "Documentation", "Old Versions" & "Other Patches" underneath those folders there should be four big square icons.
Tap on the icon at the bottom that says "RenegadePlatinumV130.zip", this should bring up a pop-up window a single folder.
After you've gotten to that point, tap the icon that I circled and drew an arrow to in this image: https://m.imgur.com/a/plvgJvw | This should allow you to download the .zip file without any problems.
