Everything you've said is correct, but it's still possible to sideload iOS Apps via Developer options. I haven't tested it, but an emulator might be able to be sideloaded onto iOS, providing it's native to it. Yeah, games are software and rely on a lot of other software..but emulating the other proprietary software is literally the point of an emulator. iOS is more restrictive, but with some fuckery it could be possible. Nice example with DirectX, but also remember OpenGL and Vulkan (i.e cross platform alternative libraries exist). Also, there's porting capabilities between Java and Objective-C (j2objc?), though obviously going to be far more complex with something like emulation. Overall point being, it's possible for it to exist on iOS, and look, it does.

I am not sure if this is the 'official' method, but here's how I did it!
Visit http://www.gba4iosapp.com/download/ on your iPhone in safari. Download version 2.0.7
After clicking the download button, go to your Settings app, turn off automatic date setting, and change the date to June 3rd, 2014.
Go back to your homescreen, open GBA4iOS and it should be working!
Switch back to your settings app and turn automatic date back on, you will only need to repeat this step if you turn off your phone.
The app should be working still. Click the search icon in the top right, and it will bring you to google. Search "cool rom" and browse the http://coolrom.com/ for any gameboy game you would like! *I always click cancel when the Skout popup appears
When you click the "Download Now" button, it will add the game to GBA4iOS, click the game and play!

You can download it for free and without jailbreaking by going to http://iemulators.com on your iPhone or iPad.
At the top of the page go to Apps, then scroll to GBA4iOS 2.1 and install it.
GBA4iOS should now be an application on your phone, open it and a message should appear. Read the message and go to your Settings app. General > Profiles here you will find the app asking to be verified. Once you do that you can run application.
Once you open the application you can Google how to download roms, or PM me if you need help.
This will not work on iOS 8.1. It will work on anything 8.0 and below (and will require you to look into the "date trick" or 9.0 and above (including public beta builds).

While I do agree that jailbreak is the best option (I have a jailbroken iPhone myself), you can actually get a GBA emulator for you iPhone without doing this! As well as a couple other cool non-AppStore apps.

I just tried this successfully on an iPhone 6s with iOS 9.3.2.
You won't be able to start the app from the app icon until you set your date back, but as long as you don't close it you can always access it from the AppSwitcher (with the current date set).
You're paying to be a part of an active developer account, it raises less red flags with Apple. The alternative is you distribute your certificates to the wide open web, and then it gets revoked by Apple. Keeping it behind a paywall ensures that Apple doesn't raise it as a redflag.

You have to adjust your time settings:

I've been using GBA4iOS for a while now on iOS 8.4 with an iPhone 6 Plus. It works very well although I would seriously recommend saving your game before closing the app.
It doesn't seem to be able to background well after 8.0.4 (the supported version.) It seems to crash 3-10 minutes after you exit the app or lock your phone. Have fun!

I got it off of http://www.gba4iosapp.com/download/ I used the download for gba4ios 2.1 (8.3 and lower) and even though it says that it still works fine. You do this from your phones browser. Once you see the app starting to download, you go into settings > general > date & time > change it to anytime during 2014 or earlier (i think it only works for the first few years prior to that). Once you get it to download, change the time back to auto, and go into general> profiles & device management and click allow for the app.
At first this was all I had to do to play, obviously after installing any roms you want to use. But now I have been needing to change the time back each time I want to play. Sometimes now, the app won't even open and the enterprise app that you clicked "allow" for won't be there in settings. This makes me have to go back onto the gba4iosapp site and reinstall everything again. If you do it without deleting the app from your homepage, your game progress isn't deleted though.

Well, the first thing you need to do is uninstall the version from Cydia. Next, add http://cydia.angelxwind.net/ and install Appsync Unified. Now, install GBA4iOS from here (you can ignore whatever it says about being below 8.0.3, Appsync fixed this). Finally install Filza from Cydia and use the "Apps Manager". When you click on GBA4iOS, you need to go to the documents folder next. You can put your roms in there. I would assume the "open in" feature should work as well now that you have installed the official app.

And if you have an iphone: GBA4IOS. Apple's really strict about emulators, but these guys managed to work around it by letting you download it straight from a browser app. Just open the page on your phone, follow the instructions, and download ROMs from inside the app(I recommend downloading from coolroms, but anything will work).

Not true. The current version of gba4ios uses a loophole in enterprise iOS development to allow non-jailbroken users to install. You have to do a little song and dance with the date, but it takes two minutes and works like a charm.
Weird. I'll let you know if it's an iOS 13 issue once I download it, assuming public beta 2 comes out soon. I made that skin for myself first and foremost so if I can't use it, I'll definitely be fixing it!
Making the skin itself is just an image, yeah. The hard part is lining up the buttons with the buttons on the image. It's all in a JSON file. It's easy to understand how it works but that hard part is actually doing it. It's super tedious because it's all guess work and trial and error. I see a few people in this thread asking about iOS emulators, and while it's definitely not as convenient to install one on iOS as it is Android, it is possible. I personally use GBA4iOS which runs perfectly on the iOS 12 beta.
I paid for access to a hosting site because i didn't want to worry about workarounds and I've never had it get revoked, however there are free workarounds mostly involving the installation of tweaked appstore apps. I had the same problem. I was playig it for a little while, but then I couldn't open the emulator, and even setting back the time could not fix it. But I found a solution (kind of). Delete the emulator completely and reinstall it. Here is the link: http://www.gba4iosapp.com/download/ Remember to set the time back before 2012. To play the emulator, you'll need to have the time kept at 2012, but if you want to play it on the current date, you can only load the emulator in the background saved apps (or whatever you call it, press the home button 2 times and select the emulator). 1) Yes it's safe to add a credit card to Cydia. You need one or else you can't buy tweaks anyway.
2) Do you mean sluggish as in the animations are slow? Or sluggish as in it takes long to open tabs or open websites?
3) Download the Gameboy emulator from here. You need to go to that site using Safari on your device. Also, before you try to install it, you need to install "AppSync Unified" from Cydia. You have to add a custom source (I'll teach you how if you need it).

You can try the GBA4ios emulator which was recommended at this thread.
As for the gamepad, MOGA makes pretty good ones for android and ios. You'll just have to search around for one you like.

What I did was on my iPhone I went to this website It's the official website for GBA4iOS and then I went to download, and that was how I got it on my phone. You might have to spoof it and change the date setting to backwards a day in order to get it to work, but make sure you change it back.
Then you click on the search at the top to enter your homepage (which you can change in settings, I think by default it's set to google.) You can now search for roms, and download them directly from the internet.
If you want a patched rom like I did, I had to get on my computer and patch it, then put it in dropbox. Then from the search function in the app, I navigated to my dropbox and downloaded it from there.
FYI if you want it just for the gba emulator you can download that for free at http://www.gba4iosapp.com/. Before they updated I remember seeing other emulators on there but those don't seem to be present on the current site.

It takes a lot of trial and error since you can't edit them in real-time. But enabling the debug overlay for each button will help a lot.
I have seen the skins you mean, though i don't have much experience with them on iPad. If you want too, you could edit the skins to use different images, for instance make the purple iPad skin use the black iPad skin. http://www.gba4iosapp.com/download/ is one. It's an emulator... a pretty good one actually. I used it around January and stopped because they were doing some weird things with Enterprise Accounts and I just didn't like authorizing their developer account in my settings.
It's pretty inefficient though, and I would assume all apps that take this route are. Somewhere on their site they tell you about the emulator not working for users after some time which I assume is similar to side loading apps without a paid developer account.
I got rejected once and thought this would be the best go-to-market route. However after learning how bad this way is compared to the App Store, I just fixed what I needed to, changed my business model and went to the App Store.
This may not help as an answer but if you're anything like me, you'll probably find it better to make your own skins. Apart from personalising the look and feel, you'll be able to move the buttons, change the screen size and add other 'life improvements'.

In order for it to install you will have to install appsync unified and then when you press the download button on the site you'll get a prompt to install. You can try modifying the skin. I noticed none of the skins looked great on my phone, so I modified an existing skin to have a bigger D-pad and slightly different layout. Here's the tutorial. It's not as difficult as you'd think. It took me about an hour to understand everything and get the skin right.

This is painfully obvious to anyone reading your comments. When GBA4iOS 2.0 was released, it was a huge deal, and this sub was all abuzz about it. When Apple patched the flaw in their Enterprise signing that allowed for it to be installed, people switched to AppSync and installing the IPA themselves.

Yeah man, just install Karen's AppSync unified then head on over to http://www.gba4iosapp.com/download/. You shouldn't have to do anymore other than downloading as AppSync takes care of app signing issues.
GBA4iOS. It's a gameboy emulator on iPhone so it's pretty much a pokemon app. It's third party, though, and they've had some copyright issues, so you have to jump through some hoops to get it
GBA4iOS is the app I use on my iphone. It is easy to add games to your library and there are control options such as increasing the speed of the game or adding cheat codes. I don't think the app is available in the app store, I just downloaded it from this website on my iphone and it works fine.
The only issue I have is that sometimes the app will open and then close immediately after. To fix this, you just have to set the date on your iphone back to something like February 12th. After you apply the date change, you can change it back and the app should work fine.
